OK I had been thinking about this for some time now and I though I should get this up here. Well I was considering on creating a new faction/nation,Small to moderate in size with some cultural references from the real world. Is it possible/allowed to do this? please I will be appreciative of a decently detailed answer.

How can we answer this if you haven't given us a detailed question? What kind of faction? Who would fill this faction? Which cultural references? Don't ask for what you can't five.
